Difficult question.
I would say, biodegradable.
The recycled are recycled good, because the evidence and Recycling (LOL) But biodregradable decomposed and a part of the environment, once again, as with recycling bags as soon as it is to create something thats not biodegradable of course can not again.

I make an argument for both, but a tendency to bio-degradable. Plastic breaks down into toxic waste, thus avoiding much as possible. On the other hand, nothing does it mean when you landfills are biodegradable. Personally, I have a plastic can, then I see the need for an intermediate layer that is download directly into the plastic tray.

Biodegradable plastic trash bags made from compostable, biodegradable, which could easily break into one, when it may be exposed to a landfill.

Biodegradable bags break faster than conventional cooking bags, so I guess that leaves fewer traces of carbon into the atmosphere.
